Category 3 water — blackwater — is the most hazardous classification under the IICRC S500 Standard. It includes sewage backups, floodwater, and any water carrying pathogenic bacteria, viruses, or fungi such as E. coli, Salmonella, and Hepatitis A. All porous materials that absorbed Category 3 water — drywall, carpet, insulation, hardwood — must be physically removed as contaminated waste, not dried in place.
Non-porous structural surfaces must be cleaned with detergent, treated with an EPA-registered biocide, and dried to documented moisture content before reconstruction. Running household fans in a Category 3 area aerosolizes contaminated droplets and spreads them through the structure, expanding the remediation scope and the health risk.
